Description	:	Frances Jeanette Halstrom was born in Cherokee County, on Feb. 16,1913, the daughter of Henry Halstrom and Olivia (Lindstrom) Halstrom. She began her teaching career at the age of 16,when she was asked to assist a minister's wife in teaching Sunday school. She received her education from Iowa State Teachers College where she majored in elementary education. After receiving her degree, she moved on to teach in Waterloo and later Ames. Read More	Frances Jeanette Halstrom was born in Cherokee County, on Feb. 16,1913, the daughter of Henry Halstrom and Olivia (Lindstrom) Halstrom. She began her teaching career at the age of 16,when she was asked to assist a minister's wife in teaching Sunday school. She received her education from Iowa State Teachers College where she majored in elementary education. After receiving her degree, she moved on to teach in Waterloo and later Ames. Her first experience with exceptional children was in Denver where she served as a teacher/librarian for 14 years and presided as President over the Colorado Education Association. In 1959, she took a sabbatical and received a full scholarship at the University of Northern Colorado where she received her Masters and Doctorate in Special Education. Then from 1962-64 she directed the program for the gifted and talented at Bradley University in Peoria, Illinois. She then moved and taught at Utah State University and wrote the grant for Project Upward Bound which increased opportunities for disadvantaged high school students to attend college. She then traveled to Washington DC in 1970 to become Branch Chief of Project Upward Bound, supervising 375 projects throughout the U.S. From 1972-78, she taught at East Stroudsburg State University. She later became head of the Department of Special Education at Central Michigan University at Mt. Pleasant. She moved to Tucson, Ariz, where she substitute taught for the Arizona School for the Blind. Frances retired from teaching on July 31, 1992 after completing a 59 year teaching career. From 1992 until 2001 she continued to tutor college students to occupy her free time. She moved to Greeley in 2002 to be closer to family. She was a member of PEO Chapter BE in Greeley. Dr. Halstrom is survived by her brother, Ralph Halstrom and wife, Marjorie, of Greeley, Colo.; numerous cousins; nephews, Dan Halstrom and wife, Rebecca, of Fort Collins, Colo, and Douglas Halstrom and wife, Robin, of Bellmore, N.Y.
