Visitation with a wake service was at Rude's Funeral Home in Brookings. Edmund S. Jacobsen was born Feb. 9, 1920, in Kobe, Japan, to Edmund L. Jacobsen and Lois (Klein) Jacobsen, who were serving as missionaries. He was the second of five siblings. In 1923, they returned to South Dakota, where Jake attended rural school in Peoria Bottom (now under the Oahe Reservoir), northwest of Pierre, S.D. In 1938, he graduated from Pierre High School, where he was captain of the football team. He received a Bachelor of Science degree in civil engineering from South Dakota State College in 1942. He was united in marriage to Betty Jo Deane on May 28, 1942, in Brookings. In 1944, Jake enlisted in the U.S. Army Air Corps. The war ended while he was in pilot training in Amarillo, Texas. After serving in the military, he went to work for the South Dakota Department of Game Fish and Parks designing and overseeing construction of facilities for the game department. In 1962, he joined his lifelong friend, Charles Bowman, as a commissioned officer in the U.S. Public Health Service division of Indian Health. He designed and oversaw the construction of several water and sewer projects serving Indian reservations and towns in Aberdeen, S.D., Anchorage and Albuquerque, N.M. After retirement from the Indian Health Service in New Mexico, he returned to Alaska to work for the state of Alaska Village Safe Water Program. In 1987, he retired and moved to Brookings. Betty Jo died April 8, 1997, in Sioux Falls, S.D. He married longtime family friend, Isabelle Elliott, on Sept. 1, 1998. He was a member of the St. Thomas More Catholic Parish, the Brookings Elks, Golden K and served on the Priority One Committee. Jake was a professional engineer and registered land surveyor. He enjoyed hunting, fishing, RVing, camping, gardening, flying, South Dakota history and crossword puzzles. Jake is survived by his wife, Isabelle of Brookings; six sons: Edmund "Joe" (Pat) Jacobsen of Pierre, Harry (Joanne) Jacobsen of Brookings, James Jacobsen of Anchorage, Scott (Susan) Jacobsen of Cottage Grove, Minn., Peter (Dani) Jacobsen of Cottonwood, Ariz., Paul (Kathy) Jacobsen of Olathe, Kansas; two step-sons, Burt (Elaine) Elliott of Aberdeen, and Bernie (Brenda) Elliott of Oakdale, Minn.; two step-daughters, Sheryl Novacek of Thief River Falls, Minn., and Randee (Jeff) Hudson of Antioch, Ill.; step-daughter-in-law, Donna Elliott of Watertown, S.D.; 15 grandchildren; 15 great-grandchildren; eight step-grandchildren; four step-great-grandchildren; and one sister, Lois Doner of West Lebanon, N.H. He was preceded in death by his parents; his first wife, Betty Jo; sister, Phyllis; brothers, Eric and Lewis; step-son, William Elliott Jr.; and granddaughter, Jennifer.
