Born September 19, 1940, in Accident, MD, she was the daughter of the late Elra Galen and Jessie Marie (Rush) Resh. She was also preceded in death by her husband, Arthur L. Devine; two brothers, Francis “Donnie” Resh and Galen “Spud” Resh; and one sister, Judy Friend. Mrs. Devine was a homemaker.
