Read More	From the LaFollette Press, Thursday, May 18, 1978: Funeral services will be held today at Pleasant Ridge Baptist Church for Elbert Rose Kitts, a former Campbell County sheriff who died suddenly at his home Sunday morning. Mr. Kitts, 68, served one term as a Constable of Campbell County and seven terms as Sheriff. During his 1972 campaign for the sheriff's office, Mr. Kitts said he had gotten 125 felony convictions in 1971, the second best record in east Tennessee. Mr. Kitts had qualified in the sheriff's race in the August election; since the ballots have not been printed, his name will be removed, according to registrar Norma Johnstone. In his 1972 election, Mr. Kitts carried 25 of the county's 32 precincts. He won the race with a 610 vote margin over his closest competitor. In this election he received only 16 votes less than he polled in the 1970 race, but his lead was cut from the more than 1000 vote margin by which he won the 1970 election. Mr. Kitts was a member of the Pleasant Ridge Baptist Church and of the Red Men Lodge. County Judge Jack Roy Alexander said that Mr. Kitts "was one of the most colorful sheriffs in the history of the county. He came on the scene after World War II, when the county really needed a man of strong will, and Rose was it." He is survived by his wife, Mrs. Vivian Davis Kitts; nine sons, Elbert Rose Kitts, Jr. of Detroit, R.L. Kitts, Troy Kitts, Elmer Kitts, Boyd Kitts, and David Kitts, all of LaFollette, Billy and Ronnie Kitts of Jacksboro, and Larry Kitts of Jellico. He is also survived by five daughters, Mrs. Naomi Gillum of Jacksboro, Mrs. Geraldine Ayers of Korea, Mrs. Barbara Johnson, Mrs. Lorene Rutherford, and Mrs. Minda Benge of LaFollette. Mr. Kitts is survived by three step-sons, James W. Chadwell, Clifford A. Lay, and Harvey Lay, all of LaFollette. In addition, he leaves 48 grandchildren and 21 great-grandchildren, as well as three sisters, Mrs. Vina Malicot of Ohio, Mrs. Nancy Jones of LaFollette, and Mrs. Lula Bowling of Knoxville. Mrs. Kitts' body will lie in state from 1 to 2 p.m. today. Rev. Leonard Dabney, Rev. Hudon Overbay, and Rev. Theodore Carroll will officiate at the funeral. Mr. Kitts' grandsons will serve as pall bearers. All law enforcement officers will serve as honorary pall bearers. Burial will be in the Kitts Cemetery.
