Description	:	Fran I. Tullar, 74, of Sioux Falls, SD died Sunday, November 19, 2017 at the Avera Dougherty Hospice House in Sioux Falls. Her memorial service will be 10:00 AM Wednesday, November 22 at East Side Lutheran Church, Sioux Falls, with burial of the urn at Lennox Cemetery. Frances Irene Tullar was born February 18, 1943 on a farm in Lincoln County near Lennox, SD, the daughter of Leslie Elmer and Nellie Frances (Eichmeier) Tullar. She was raised on that same farm near Lennox. Fran attended Berens #58 country grade school and graduated from Lennox High School in 1961. In 1961, Fran married Dennis Carl Poppenga in Tea, SD. They first made their home and farmed in the Canton/Inwood area for a short time. They had one son, Dennis Carl Poppenga, Jr. Following the death of her first husband, Fran married Gerald Moeller in 1964. Together they had one son, Jeffrey Ray Moeller. Fran also has 5 step-children from this marriage. Fran has been a devoted member of East Side Lutheran Church since 2003. She was a member of the Fraternal Order of Eagles 1381, the Fraternal Order of Eagles 1865, the Tea Area Historical Society, the Sioux Falls American Legion Auxiliary and the Lennox American Legion Auxiliary. As a child she was a member of 4-H. Fran worked for Sioux Falls Argus Leader, Schrivers Department Store, Sears, K-Products, Gateway and Pam Oil. Fran enjoyed country music, flea markets, crossword puzzles, reading, sewing, crocheting, volunteering and spending time with her family. Grateful for having shared her life are two sons, Dennis Carl Poppenga, Jr., Chicago, IL, Jeffrey Ray Moeller, Spencer, IA; four step-children, Daryl Moeller, Brian Moeller, Diane Kury, Timothy Moeller and their families which include sixteen grandchildren and twenty-one great-grandchildren; a brother, Floyd Tullar and a sister, Faye (Craig) Seiders, all of Sioux Falls, SD; and a sister-in-law, Marlene Tullar, Orange City, IA. Fran was very active in the lives of her nieces and nephews and their families, including Leslie Tullar and Laura (Tullar) Smykle, both of Sioux Falls, SD, Ed and Jennifer Tullar, Alton, IA, Kevin and Beth Tullar, Hospers, IA and Tammy (Tullar) and Matthew Branum, Spirit Lake, IA. She is also survived by several other nieces and nephews, great-nieces and nephews and their families as well as many more family and friends. Fran was preceded in death by her parents, Leslie and Nellie Tullar; husband, Dennis Carl, Sr. and parents-in-law, Carl and Emily Poppenga; husband, Gerald and parents-in-law, Ray and Nettie Moeller; an infant sister, Faith Tullar; a brother, Frank Tullar; and a step-son, James Moeller.
