Description	:	Frederick Lyman Simpkins, (Toot), Mayor of Pemberton Borough, age 78, went home to be with the Lord on August 27, 2009 surrounded by his loving family. He was a lifelong resident of Pemberton Borough and was a graduate of Pemberton High School Class of 1950, where he was a star basketball player. He was a lifelong resident of Pemberton Borough and was a graduate of Pemberton High School Class of 1950, where he was a star basketball player. In recent years, he was inducted into the Pemberton Twp. High School Hall of Fame. Toot was a former salesman for Presidential Homes, a former banker for Industrial Valley Bank, Philadelphia, and a former assistant NJ Motor Vehicle Agent for his wife Janet's agency. In 1968, Fred was elected to the Pemberton Borough Council and was elected Mayor in 1979, a position he held for 30 years until his untimely death. Mayor Simpkins loved Pemberton Borough and was very proud of his accomplishments, such as the colonial style lampposts with the beautiful hanging baskets, the brick sidewalks, the park with the historic lion and the new Borough Hall which bears his name. He also was instrumental in the two new developments in town which were New Mills & Hearthstone. Fred was also a staunch Republican. Toot had a very strong faith and was a member of the Pemberton First Baptist Church, where he was Chairman of the Deacon Board for many years. If you were to sum up Mayor Simpkins' life, you would say he was a selfless leader. Beloved husband of Janet F. (Sprowl) of 57 years; dear father of Arden Lynn Levering and husband William F. Jr. of Glassboro and Cheryl A. Hartman and husband Kevin of Pemberton; and devoted grandfather of Molly, Allyson and Kevin Hartman. Also survived by two sisters. There will be a viewing and visitation for Mayor Simpkins 6:00 to 9:00 PM Monday evening at THE LANKENAU FUNERAL HOME, 31 Elizabeth St., Pemberton Borough. Relatives and friends of the family are invited to Mayor Simpkins Funeral Service 11:00 AM Tuesday at Pemberton's First Baptist Church, Hanover St., Pemberton Borough. Interment Pemberton Baptist Cemetery, Pemberton Borough. In lieu of flowers, memorial contributions may be made to two important projects dear to Toot's heart. The first was the Mayor's desire to have a fountain in the Rancocas Creek in front of the beach. Contributions may be made to Pemberton Borough Fountain Fund, 50 Egbert St., Pemberton, NJ 08068.
