Description	:	Frederick Picard III, 49, son of Mrs. Margaret Picard of York, died Tuesday, September 13, 1977 in Teheran, Iran. Mr. Picard, an executive of General Telephone & Electronics (GTE), was a native of Geneva. He was born here December 30, 1927, and was a 1946 graduate of Geneva high school. He was a graduate with high distinction from the University of Nebraska and accepted a Fullbright scholarship at the University of Canberra in Australia. He also attended the Fletcher School of Law and Diplomacy in Medford, Mass., and received his masters degree from Boston University. Mr. Picard, an executive of General Telephone & Electronics (GTE), was a native of Geneva. He was born here December 30, 1927, and was a 1946 graduate of Geneva high school. He was a graduate with high distinction from the University of Nebraska and accepted a Fullbright scholarship at the University of Canberra in Australia. He also attended the Fletcher School of Law and Diplomacy in Medford, Mass., and received his masters degree from Boston University. Early in the 1950’s he applied for the U. S. Foreign Service, and was one of 50 selected from several thousand applicants. His first post was at Salisbury, Southern Rhodesia, in 1953. From there he went to Iran and later was in Zanzibar as a career executive during the revolt in the 1960’s. Because of his intercession for three journalists during the revolution, he was arrested by rebels and for a while there was fear that he may be executed. He was later released and served in Nigeria before leaving the foreign service. Late in the 1960’s he worked at an institute for the blind in Massachusetts, and then joined GTE for an overseas assignment about two years ago. Mr. Picard took the assignment in Iran because of his fluency in Iran. Survivors, besides his mother, include his wife, Helen; two sons, Frederick IV, a student at Ohio Wesleyan University and Fraser, at home; two daughters Alison, a freshman at Sarah Lawrence College and Catherine, at home; two sisters, Linda Fuller of Raleigh, N.C., and Martha Byrket of Tucson, Ariz. A memorial service and cremation was held Monday, September 19, in Teheran. The Nebraska Signal September 22nd, 1977 page 1.
