ELMORE - Wednesday - August 10, 2005 Lone Tree, Colorado - Howard Elmore, whose death occurred October 9, 2004, after a brief hospitalization in Lone Tree, Colorado, will be memorialized at a service at St. James Episcopal Church, 222 Cottage Avenue, Cashmere, on August 12, 2005, at 11:30 a.m. Howard was a longtime resident of the Wenatchee Valley, where he and his wife of 64 years, Eileen Elmore, now deceased, raised their family. Howard graduated from Washington State University with a degree in electrical engineering in 1935. He served in the Navy as a Lieutenant, j.g. and radar officer during Word War II. He spent his entire career in the northwest working on the development and management of hydroelectric energy. In Wenatchee, he held positions as engineer and manager for the District Office of the Bonneville Power Administration, and as Assistant Manager and General Manager of the Chelan County Public Utility District. His tenure at the Chelan County PUD spanned the construction of the Rocky Reach Dam and the expansion of the Rock Island Dam powerhouse. He retired from his position as General Manager of the Chelan Country PUD in 1980. He was an active participant in energy policy at the regional and national levels. He served as chairman of the Pacific Northwest Utilities Conference Committee and the Western Systems Coordinating Council, bodies responsible for regional energy distribution and reliability in the northwestern United States and Canada. He was an advisor to the Atomic Energy Commission, the Bonneville Power Administration, and the American Public Power Association on issues of energy policy. And he was frequently called upon to testify on energy policy issues in the United States Congress. He was recipient of several awards for professional service, including awards from the Northwest Public Power Association, the American Public Power Association, and the Wenatchee Chapter of the Washington Society of Professional Engineers. In 1965, on leave from the Chelan Country PUD, he directed a survey of hydroelectric power development in the Helmand River Valley, Afghanistan, for the Afghan government and the U.S. Agency for International Development. Howard was an active member of the community in Wenatchee. He served on the Executive Board of the North Central Washington Council of the Boy Scouts of America, and was recipient of the Silver Beaver Award for service to the Boy Scouts. He was a member of the vestry of Saint Luke's Episcopal Church in Wenatchee and an active member of the congregation of St. James Episcopal Church in Cashmere. Howard is survived by his daughter, Roberta Coffee (William) of Lonetree, Colorado; his son, Richard (Kirsten Olson) of Brookline, Massachusetts; grandchildren, Kathryn Whal (Dean), Elizabeth Coffee, Nathan Elmore, Toby Elmore (Amy); and great-grandchildren, Tyler Wahl, and Taylor and Ryan Elmore. Howard is beloved and missed for his love, grace, and patience.
