He was born April 2, 1938 in Lackey, Kentucky, to Edward and Hazel Margaret (Hicks) Napier. Joe retired from General Tire in Wabash after 33 years. He was a member of Grace Fellowship Church in Wabash. He enjoyed playing basketball in school and was an All-Star. He enjoyed going to auction sales.
