'Jim" Schiffer FORSYTH, MT. ---- James V. Schiffer, 55, of Forsyth, died Thursday, Aug 22, 1996, at the Rosebud Health Care Center in Forsyth following a heart attack. Jim was born July 16, 1941, in Forsyth, the son of Alvin and Clara Mathern Schiffer. He spent his youth and attended schools in Forsyth, where he participated in high school athletic and music programs. He graduated from Forsyth High School in 1959. Jim joined the U.S. Navy where he served until returning to Forsyth to operate the family farm due to his father's illness. He attended court reporting school and worked in law enforcement in Minneapolis. On Aug. 13, 1966, Jim married Lois Satterthwait in Forsyth, MT. They stayed in Forsyth where Jim worked for the Forsyth Police Department and the Farmers Union Co-op. He later served as police chief of Forsyth and was the first sheriff of Rosebud County when the Forsyth Police Department and Sherriff's Department consolidated. Jim graduated from the FBI Academy in 1976 and moved out to the family farm in 1978. He also served on the Forsyth Fire Department as well as serving as the Rosebud County Fire Marshal for 28 years, retiring in April of 1996. Lois died in 1993 following an illness. On June 4, 1994, Jim married Vi Keeler in Forsyth. They continued to live on the family farm since. Jim was a member of the Immaculate Church in Forsyth, was a member of the Board of Directors for the Norwest Bank of Forsyth and was a member of the Rosebud County Search and Rescue. He also enjoyed golfing. He is survived by his wife, Vi Schiffer of Forsyth, MT., his daughter Kristi Valentine of Fairbanks, AK., his son, Jimmy Schiffer of Atlanta, GA., his parents, Alvin and Clara Schiffer, his brothers, John Schiffer of Phoenix, AZ., and Jerry Schiffer of Billings, MT., his sister, Joetta Burkey of Englewood, CO., and three grandchildren. Rosary will be recited 9:30 a.m. Saturday Aug. 24, 1996, at the Beal's Mortuary Chapel with a funeral Mass to be celebrated 10 a.m. at the Immaculate Conception Catholic Church in Forsyth. Interment will follow in the Forsyth Catholic Cemetery, Forsyth, MT. Beals Mortuary of Forsyth is in charge of the arrangements. And James Schiffer --- the man wearing both hats, and both badges --- hopes to remain boss of both law enforcement agencies. Schiffer was Forsyth Police Chief when Sheriff Andrew Schulenburg retired Jan. 1. Rosebud County Commissioners and Forsyth aldermen met and decided to put into action a much talked about plan for consolidating the two departments. Schiffer was appointed sheriff and now commands the four men of the now dissolved Forsyth Police Department and five Sheriff's Department Deputies. The Unit is called the Rosebud County Police Department and all men under Schiffer's are Deputies. This experimental arrangement has eliminated duplication in a number of areas. One jail now serves where two were once needed. A single radio operator and single radio installment serves the entire county, previously both sheriff and police departments had communication centers of their own. But the entire cooperative effort is in danger of political collapse. Technically, under Montan Law, Schiffer is an elected officer, a sheriff appointed to fill the unexpired balance of ex-Sheriff Schulenberg's term office. When that term expires, anyone may file for the County Sheriff's Post and the winner of that race may Scrap the city county department if he chooses. "We hope that new legislation will enable us to continue this cooperative effort." Schiffer said. One bill introduced recently by Rep. James Lucas (R-Custer) would allow counties and cities to design law enforcement agencies of their own choosing. The bill (HB-199) has met some oppositions from state law enforcement associations. Meanwhile consolidation (or city - county) has been considered by several other counties. "We get Phone Calls, every day," says Schiffer. "Officials in other counties want to know how we did it, how we're getting along." Officials from Custer County and the city of Miles City have signed a cooperation pact. Construction of a city-county law enforcement complex will begin this spring. The law building will contain separate offices for the sheriff and chief of police and both agencies will retain their identities. But the two departments will share a single communications center. records room and jail. Lewistown and Fergus County officials are considering construction of a new jail and law enforcement building to be used much like the proposed Miles City - Custer County facility.
