She was the descendant of Northern Cheyenne Chiefs Dull Knife and American Horse. She grew up in the Birney and Lame Deer areas, attending school at the St. Labre Mission School. She was the descendant of Northern Cheyenne Chiefs Dull Knife and American Horse. She grew up in the Birney and Lame Deer areas, attending school at the St. Labre Mission School. After graduating in 1973, she attended Colorado University. From an early age, Joann pursued a career with the Northern Cheyenne Tribe, serving in many capacities, including legislative aide to John Woodenlegs, and serving as a research associate. Joann was a member of the Catholic Church and the Northern Cheyenne Chief's family. She enjoyed beading, camping, and traditional dancing. Family, however, always came first for her. Joann was preceded in death by her parents, sisters Baby Girl Sooktis and Esther Red Eagle Bell, and brothers Frank, Andrew, and Woodrow Sooktis. She was survived by one daughter, three sisters, two brothers, two grandchildren, with a third one the way, one adopted son, two adopted sisters, one adopted brother, as well as her beloved aunts and numerous cousins, nieces, and nephews. A brother, Clifton, has since passed.
