Burial in Our Silent City Cemetery in Kellogg. Joseph Franklin Barr, 87, the son of Samuel Leland and Ethel Ladora (Milligan) Barr, was born on November 7, 1932, in Iowa City. He was a graduate of the Kellogg High School, Class of 1952. He served his country during the Korean Conflict, with the US Navy. On June 18, 1966, Frank married Shirley Ann Streeter in Baxter. He was employed by Parson's, and later at Midwest Manufacturing in Kellogg, in the maintenance department, retiring in 2003. He was a volunteer with the Kellogg Ambulance and Fire Department, and was self-employed with lawn-mowing and painting. He was a member of the Kellogg United Methodist Church. Frank devoted his life to his wife, children, and family. He enjoyed the Iowa Hawkeyes, hunting, fishing, trapping, and the Chicago Cubs. Frank is survived by his children Joleen (Brad) Hansen, Michelle Winther, Rhonda Rawlins, Randall Rawlins, Timothy (Ruby) Barr, and Thomas (Becky) Barr; grandchildren; a great-grandson; nieces and nephews; and good neighbors and friends. Frank was preceded in death by his parents; his wife of 52 years, Shirley on October 2, 2018; a son in infancy; his sisters, Laurine, Ida, and Bertha; his brothers, John, Owen, Chester, and Floyd.
