Mitten, who lived his entire life at 252 W. Sinclair Street, was the son of Mr. and Mrs. Mark Mitten. He was both a civic and political leader in Wabash, serving on many boards and comittees and in many capacities. He was the owner of Bob Mitten Outdoor Advertising. During Mitten's administration, the sewage plant was built and 23 miles of new sanitary sewers installed, doubling the total amount of sewers in Wabash; new storm sewers and a sanitary landfill were built. New school buildings went up and work progressed on the Salamonie and Mississinewa Reservoirs, both of which were of interest to Mitten. During his 12 years, the city grew 2.14 square miles to about 1,370 acres; the population increased from 10,621 in 1960 to 13,448 in 1966. Fourteen new subdivisions with 655 lots were recorded, and 686 homes and apartments were built at a total cost of $9,672,342. Mitten received the City of Wabash Golden Key Award 1956-57 and was named the Distinguished Citizen by the Wabash Chamber of Commerce in 1961, and received the City of Bethlehem Key Award from the Hashemite Kingdom of Jordan in 1962. He was a member of the first Wabash Boy Scout troop in 1917, and worked with and in the Scouting movement from 1935 to 1968. In 1963 he was awarded the Silver Beaver Award by the Meshingomesia Area Boy Scouts of America, the highest award that can be given by an area council. He also held the W.C. Mills Award for Distinguished Service to Scouting. Mitten was the first person, not a Mason, for whom a Rock City Chapter, Order of DeMolay class had been named. He attended many of their events and let them (along with many other organizations) use his Christmas tree farm on US 24 West for outings. In 1967 he received the DeMolay Hats Off Award. He received the Altrusa International Golden Key to Service in 1967. He was appointed by the Governor of Indiana to Region V Board of Indiana Vocational Technical College in 1968. Mitten took part in the groundbreaking for the Honeywell Center. He was president of Community Service that year and was proud that the Honeywell Pool was built during his term as mayor. Mitten was a 1921 graduate of Wabash High School and a graduate of Indiana University. He was a member of the Wabash Christian Church, Wabash Rotary Club, the Wabash Country Club, Elks Lodge, Phi Gamma Delta, Wabash County Historical Society, Indiana University Varsity Club and Alumni Association, and the Indianapolis Athletic Club. He was secretary-treasurer of the G.M. Diehl Machine Works for 17 years, and treasurer of the Indiana Foundry Corp. for 6 years. He was the Wabash County Democratic Central Committee Chairman for about 15 years.
