Degman and Lee Darland; Darland Named President Of Board, With Degman As Secretary; Have Not Made Detailed Plan Of Cost Of Financing Project Two of the three Public Utilities Commissioners voted, at a meeting at the courthouse January 3, to start condemnation proceedings for certain Pacific Power & Light company properties in Klickitat county. Voting affirmatively were J.S. Degman and Lee Darland. M.A. Collins cast the negative vote. Mr. Degman moved that the PUD district prepare a formal resolution to that effect, which will probably be taken care of at the next meeting in February, according to Emmet Clouse, manager. The PUD district is seeking the properties either by purchase or condemnation. A negotiation will probably first be attempted. If no negotiation with the private power company can be effected, then the district will start a condemnation suit. It is believed that the district is not interested in the Pacific Power & Light's main substations, but rather would want the distribution power lines. Have Not Figured Cost According to John R. McEwen, attorney for the PUD district, no estimation has been made as to the cost at this time, nor have details been worked out as to the financing of the project. Following the formation of the formal resolution, engineers and experts will be brought in to make a survey of the estimated cost, it was reported. Details will later be determined as to the denomination, interest, etc. of the revenue bonds which will be issued. In the event that no negotiation would be reached, the case would be set for Superior court here in Goldendale. However, it is believed the case would probably be moved to Yakima to Federal court. Once before, the PUD in Klickitat county started condemnation proceedings. The case was moved to Yakima, but was dismissed for want of prosecution when the PUD failed to appear. The PUD, in determining the value of the properties, would temper its evaluation by that listed by the Department of Public Service, which fixes evaluations of such properties as are owned by the Pacific Power & Light company. Emmet Couse and the three commissioners were mailed letters from The Sentinel Friday, asking each member to make a statement for the press regarding the proposed suit. Clouse sent the minutes of the last meeting, but made no statement. J.S. Degman did not reply. M.A. Collins did not receive his mail until Monday, but called The Sentinel from his home in Bickleton to acknowledge receipt of the letter. Collins gave a resume of what happened at the meeting, but said he did not care to make any statement regarding the proposed suit at this time. Darland Makes Statement Lee Darland sent a statement. He wrote, "We made quite an investigation and were advised by everyone from the Courts on down (with the exception of the private power companies) that the action would not interfere in any way with any phase of the war effort, such as changing of employees, or construction of lines or any labor or material factor. It would simply be a change of ownership entirely on paper. "Clark, Franklin and Benton counties have taken similar action and you know the old saying, 'In action there is strength'." The Sentinel had not heard Wednesday whether or not Benton and Franklin county PUD's had actually moved for condemnation. At the meeting, M.A. Collins moved that Lee Darland be president of the board of commissioners for the coming year, and that J.S. Degman be secretary. Both motions carried. ********************************************** The Goldendale Sentinel, January 20, 1938: Mr. and Mrs. Lee Darland and small daughter, left last Saturday for Gridley, California, where they will spend three weeks visiting with his parents, Mr. and Mrs. George Darland. Lee Darland, who returned from The Dalles hospital last week, is recuperating from an attack of pneumonia.
