Born in Vermont in 1847, Richards enlisted in the Union Army at age 14. The intercession of a colonel helped Richards find a home in the army despite his youth. The regiment was commanded by Redfield Proctor, who later became secretary of war and a senator. Richards served nine months as Proctor's orderly, striking up a lifelong friendship. A year after his discharge, in the summer of 1864, Richards enlisted in Company K of the 17th Vermont Infantry and served until the end of the war. He was in the front lines when Petersburg fell on April 2, 1865, and was detailed as a guard when Lee surrendered. After the war, he farmed for a while in Michigan, then entered a business college in New York, becoming interested in railroads. He became an engineer with the Sioux City and Pacific Railway, which was extending its line from California Junction to Fremont. Before age 21 he was in charge of railway construction between the Missouri River and Fremont. In 1869 he was in charge of building the first six miles of the Fremont, Elkhorn and Missouri Valley Railway. He surveyed the line as far west as Wisner, and surveyed and platted the town sites of Nickerson, Hooper and Scribner. In the early 1870s he homesteaded 80 acres near Scribner. In 1872 he became an engineer in Costa Rica and was the first superintendent of the railway there. He returned to Fremont in 1875 and entered the real estate and insurance business. He was president of Richards, Keene and Company for 55 years, and the Fremont Stockyards and Land Company for 44 years. He organized both companies. He started the First Savings Bank, which later merged into Fremont National Bank. He was prominent in veterans' activities and was the Republican candidate for governor in 1890. He was chairman of the state central committee in 1888 and 1889, and a delegate to the national convention in 1892 when President Harrison was nominated. In 1920 he was chairman of the Nebraska delegation at the Chicago convention that nominated Harding and Coolidge. At Fremont, he was chairman of the board of public works for 25 years, Dodge County Surveyor for three years, mayor for two terms, and city engineer for several years. As mayor in 1880, he helped organize the Fremont Board of Trade, which later became the Chamber of Commerce. He was a trustee at Brownell Hall in Omaha and was financially interested in Midland College, the YMCA and other organizations. In the 1880s and 1890s, he helped establish the first creamery at Fremont, and mapped out extensive drainage projects that changed unproductive land into fertile acreages. He had a part in construction of the Fremont cutoff ditch and other ditch systems in eastern Dodge and western Douglas counties. He maintained involvement with the railroad, surveying the Albion line of the Chicago and North Western, and assisting the construction engineers who built the North Western lines to Lincoln, Hastings and Superior.
