Dick was born June 29, 1930 in Sioux Falls and grew up in Sioux Falls and Rapid City. He graduated from Rapid City Central High School and attended Yankton State College. Dick married Pat (Kathleen Patricia) Lynch of Sioux Falls in 1954. He worked for Northwestern Bell/U S West in Rapid City and Sioux Falls, retiring from a management position with the Sioux Falls office in 1983 after thirty-two years of service. Dick was a Korean War veteran, with twenty years of active and reserve military duty in the Army National Guard. He retired from the Guard at the rank of Major O-4. Though physically limited by his multiple sclerosis, Dick was a dedicated volunteer and a highly effective advocate on disability issues. His lobbying efforts played a role in the passage of state and federal legislation affecting people with disabilities, including the Americans with Disabilities Act (ADA). He was among the White House guests for the July 26, 1990 ceremony in which President George H.W. Bush signed the ADA into law. In recognition of his contributions to making our communities and workplaces better and fairer for people with disabilities, Dick was twice honored with the South Dakota Governor’s Award for Outstanding Person with a Disability, first in 1990 and again in 2001. In 1999, Dick and his wife Pat founded the South Dakota Youth Leadership Forum for Students with Disabilities (YLF), a unique career leadership training program for high school juniors and seniors with disabilities. Since 2003, Dick had been working to establish a leadership network for employees with disabilities in the Sioux Falls area. His numerous other volunteer and advocacy activities include: State Chairman of the South Dakota Junior Chamber of Commerce (Jaycees) and recipient of the organization’s Key Man Award Chairperson and board member of the South Dakota Statewide Independent Living Council National Director for the North Central Chapter of the Paralyzed Veterans of America (PVA); also served as Treasurer of the Chapter and was a member of the board of directors Editor of Focus for Abilities, the newsletter of the South Dakota Coalition of Citizens With Disabilities Member of the board of directors of the South Dakota Chapter of the Multiple Sclerosis Society Member of Sioux Falls Family Services’ board of directors Member of the Sioux Falls Mayor’s Committee for Employment of Citizens with Disabilities Member of Prairie Freedom Center for Independent Living’s board of directors Peer counselor for Prairie Freedom Center for Independent Living Member of the South Dakota Advisory Board of Vocational Rehabilitation Member of McKennan Hospital Citizen’s Advisory Committee Member of the Sioux Falls Veterans Administration Hospital Veterans Advisory Committee Dick participated in a 20 year study for the National Institute of Health, which was studying multiple Sclerosis and identical twins. As involved as Dick was in doing well by doing good, he and wife Pat loved traveling. They went on lots of cruises and overseas trips, visiting 89 different countries. His parents, a grandchild Ryan and brother Mayner preceded him in death.
