Millard was born on 15 December 1925 in Frederick County a son of the late Millard Carroll Plowman Sr. and Eulah Susannah Harris Plowman Gouker. Mr. Plowman owned and operated The Farmers Supply Company, Frederick. He was a veteran of WWII serving in the US Navy . He was a member of Farmers Dealers Association, , John R. Webb Post 3285 VFW, Frederick, Francis Scott Key American Legion Post #11, Frederick, Post #2 Anvets, and the Moose Lodge both of Frederick. In addition to his wife he is survived by one sin, Carroll L. Plowman, Frederick, five step-brothers, Paul and Donald Gouker, both of Frederick, Robert Gouker, California, William Gouker of Laurel, Maryland and one step-sister, Alice Sumerville if Silver Springs, Maryland.He was predeceased by four step-brothers, James, Lewis, William and Jack Gouker. Internment was made in the Faith United Methodist Church Cemetery, Frederick with the Rev. Charles Beckley Officiatting and Keeney and Basford Funeral directors.
