The rosary will be said at 8 o'clock tonight and Friday night at the Thompson-Larson funeral chapel. A life-long Democrat, Miss Dougherty was appointed Democratic National Committeewoman for North Dakota in 1928 and served 5 years. Five days after Franklin Delano Roosevelt was inaugurated as president in March, 1933, Miss Dougherty was named postmaster in Minot, receiving the first appointment of the Roosevelt Administration. She held the office until she requested retirement for health reasons under the post office pension plan in July, 1953. Only one other woman had held the office in Minot before her and no other postmaster in Minot had served as long a term. Active in state and national postmasters organizations, she attended most of the conventions and on occasion was called to Washington, D.C. by Postmaster General James A. Farley for special conferences. Also she had the distinction of being one of the first two women elected to the North Dakota Legislature, representing the 29th district of Ward county in the 1923 session. During her public career she was identified with many civic projects. Again she was the only woman when a delegation of 15 went to Washington in November 1933, to ask the Public Works Administration for $65,000,000 for a Missouri River Diversion project which also included plans for a dam similar to Garrison dam. Daughter of the late Mr. and Mrs. Hugh Dougherty, Miss Dougherty was born December 18, 1888, in Dougherty, Iowa, a town named after her grandfather, Dan Dougherty, who settled there in 1854. The Dougherty family, natives of Ireland, moved to Iowa from Philadelphia. Miss Dougherty was educated in Iowa and came to Minot with her father and other members of the family in 1907. She taught in the Ward county schools and did secretarial work in Minot before becoming Postmaster. Surviving her are two brothers and two sisters, a number of nieces and nephews and grand nieces and grand nephews. The brothers and sisters are Dan C. Dougherty, former police chief in Minot; Mrs. John W. Kinsella and Grace, also of Minot; and James H. Dougherty, Los Angeles. The later is coming to Minot today by plane. Nieces and nephews are Mrs. Harold Gordon, Harold and Lyle Conners, Mrs. Ruben Kaul, Minot, and Sue Marilyn Dougherty, Los Angeles. The grand nieces and nephews are Mrs. Darl Baker, Robert and Reed Gordon, Sharon and Tommy Kaul and Jerry, Jeanne and Julane Conners. J.E. Conners is a brother-in-law. Preceding Miss Dougherty in death were her parents and sister, Mrs. Conners. A nephew Sgt. Thomas Conners, gave his life trying to save a comrade in action at Luzon, Philippine Islands, during World War II. He was posthumously awarded the Silver Star. Her uncle, the late Rt. Rev. Msgr. E.J. Dougherty of Waterloo, Iowa, was known in ecclesiastical circles throughout Iowa and neighboring states. She belonged to the American Legion Auxiliary and Veterans of Foreign Wars Auxiliary, and was a former member of Quota, women's service club.
