He was born Oct. 29, 1944, at Oskaloosa, the son of Raymond E. and Juanita Sloan Binns. He graduated from the Oskaloosa Senior High School with the class of 1962 and Simpson College in Indianola in 1967, where he studied business. He then trained and served with the U.S. Army in Vietnam. On June 5, 1971, Phil was married to Jean Noel at Oskaloosa. Together, they had two children, Sarah Richelle and Shannon Ray Binns. On June 21, 2000, he was united in marriage to Karen Baack at Oskaloosa. He remained close and good friends with both of his former wives and their families. Much of his working life was devoted to growing the family business, Binns and Stevens Explosives, Inc. in Oskaloosa. In later years, he sold insurance with Davis Insurance Agency and managed financial affairs for Van Gorp Used Auto Parts. He was a lifelong member and officer of the Elks and enjoyed traveling to state convention and most recently was serving as treasurer of the local Elks Club. He was also a member of the V.F.W., the Eagles and the American Legion. Phil enjoyed golfing, playing cards, bowling, vacationing and spending time with his family, eating good food and dancing to live music. He was passionate about sports and coached Shannon's baseball teams throughout his years in Little League. His family includes his daughter, Sarah Binns, and son, Shannon Binns, both of Charlotte, N.C; his grandson, Brayden Binns Henderson; his mother, Juanita Binns of Oskaloosa and his twin sister, Phyllis, and her husband, Jay Fox; and his nieces and nephews. Phil was preceded in death by his father, Raymond E. Binns. Funeral services will be held Thursday, March 26, 2009, at 2 p.m. in the Central United Methodist Church in Oskaloosa with the Rev. Robert Dean officiating. Burial will be in the Forest Cemetery, Oskaloosa, with graveside military rites given by members of the Oskaloosa V.F.W., D.A.V. and American Legion. Visitation with the family was held Wednesday at the Central United Methodist Church. In lieu of flowers, memorials may be made to the Phillip Binns Memorial Fund, which will be used to create a special place for reflection in a local public park.
