Born Sept. 1, 1921, in rural Stronghurst, Ill., she was the daughter of Charles V. and Mary Cusick Charter. On Dec. 21, 1938, she married Ralph Bert "Sammy" Welcher. He died in 1982. Mrs. Welcher worked for a time at the former Sheaffer Pen Co. in Mount Pleasant. For 25 years, she was a switchboard operator at the Mount Pleasant Mental Health Institute.
