"Hal" Hoover, 88, former President of the Youngstown Rubber Products Co., died early Saturday morning at St. Elizabeth Boardman Health Center. Born Feb. 8, 1921, Mr. Hoover was the son of Franklin A. Hoover and Clara M. White Hoover of Columbiana. Following graduation from East High School in 1939, he attended Youngstown College (Chemical Engineering and Business Administration), Case School of Applied Science (Metallurgy and Penn State University (Civil Engineering). He was a charter member of the Western Reserve Chapter of the American Institute of Plant Engineers, the National Asbestos Council, the American Legion, Youngstown Rotary Club, B.P.O.E. Elks, the Youngstown Area Chamber of Commerce, the Wick Masonic Lodge No. 481, F&AM, Tippecanoe Country Club, the Nathan Hale Chapter of the Sons of the American Revolution and the Boardman United Methodist Church. He served in the U.S. Army Corps of Engineers from 1942 to 1946 and was assigned to the Army Counter Intelligence Corp. of the Manhattan District Atomic Bomb Project in Oak Ridge, Tenn., where he met his wife, Julia Mae Bice Hoover of Drumright, Okla. They were married in 1946. He was Assistant Service Manager of Republic Division and later President of the Youngstown Rubber Products Co., until his retirement in 1991 after 43 years in the rubber industry. In 1949, Mr. Hoover designed the first successful rubber expandable seals for the 24-foot diameter butterfly valves for the first jet engines wind tunnel at Lewis Propulsion Lab (NASA) in Cleveland. In Kentucky, he supervised the installation of the longest decline coal conveyor belt (5280 ft.) in the United States. He co-authored (with George Ender, NRM Corp.) various patents covering vital rubber parts for the tire building machines used throughout the US, Canada, Spain, France, Germany, Japan, and Korea. Mr. Hoover's great-great-grandfather, Daniel Longanecker, born in 1775 in Cumberland (now Franklin County, Pa.), bought approximately 538 acres in what is now Columbiana County by means of a land grant signed by President Thomas Jefferson and Secretary of State James Madison in 1806. Mr. Hoover is survived by his wife, Julia Bice Hoover; son Quinton Franklin Hoover (Diana); two granddaughters, Tina Marie Hoover Tura (Vincent) and Stacey Bice Hoover Miller (Sean); six great-grandchildren, Haley Marie Tura, Justin Franklin Tura, Evin Lewis Tura, Quinton Henry Miller, Harrison Francis Miller and Karsten Hoover Miller; and two stepgreat-grandchildren, Adam Tura and Zachory Tura. His two brothers, Dallas A. Hoover of Richland, Wash., and James C. Hoover of Tallahassee, Fla., are deceased. Calling hours will be held at the Davis Funeral Home on Tuesday from 5 to 7 p.m. and Wednesday from 10 to 11 a.m. at with the funeral service at 11 a.m. at the Boardman United Methodist Church.
