The cause was heart failure, Heifer International officials said. Mr. Metzger, who farmed and worked as a high school history teacher in Indiana, began his work with the charity as an unpaid volunteer in 1946. Five years later, he become its executive director, a post he held until 1981. The goal of Heifer International, which is based in Little Rock, is to end hunger and poverty by providing livestock and agricultural training to people in 128 countries. Each recipient is asked to give a donated animal’s first female offspring to another family, which is asked to do the same. As the leader of Heifer International, Mr. Metzger raised money, helped train volunteers and delivered livestock to war-torn and third world countries. Mr. Metzger was the organization’s first executive director and worked in South Korea, India, Europe and Africa. In all, he visited 70 countries.
