Raised in Oakland from an early age, he moved with his family to Sacramento at around five; a star athlete in school, he served in the US Navy during World War II, played in the outfield for the AAA Sacramento Solons, then was recalled into the Navy for the Korean War. After his release, Bill returned to the diamond where he was both a player and manager for the Solons while establishing his career as Fire Chief of Freedom, California. In 1964, he was signed by the St. Louis Cardinals, beginning a scouting career that he would continue for the rest of his days, though he later switched teams to work for the Seattle Mariners. Bill signed a number of players for both the Cardinals and Mariners who went on to have significant Major League careers for several teams, and though he retired from the Fire Department around 1986 he remained active as a scout and as a high school and college baseball coach while also teaching young firemen at the technical college. Bill lived out his days in Yuba City and died of longstanding respiratory problems related to his service as a fireman.
