Although he had not been feeling well he continued active in his business until April22, when he entered the Fillmore County hospital for examination. He was later transferred to a Lincoln hospital, where death occurred. William August Biba was born July 26, 1891, to Albert and Josefa Kovanda Biba on the home place south of Exeter, Neb. He was later transferred to a Lincoln hospital, where death occurred. William August Biba was born July 26, 1891, to Albert and Josefa Kovanda Biba on the home place south of Exeter, Neb. He, along with the other children grew up on the family place. His formal education began in a one room country school where he completed the eighth grade, thereafter graduating with the class of 1910 from Exeter high school. The following year he taught country school at District 33. He then studied civil engineering at the University of Nebraska and ultimately became a registered professional engineer. He was employed by the firm of Grand & Fulton as a municipal engineer for a time. August 11, 1916, Will and Anna Laun were united in marriage at the Exeter congregational parsonage. To this union were born a daughter, Roma Aileen (Mrs. James Brogan) and a son, James Albert. Will and Anna initially lived a short time near Exeter, but moved to Geneva in 1918 when Will became Fillmore county’s first highway engineer. During the next 13 years many of the first roads in this area were constructed under his direction and he, at the same time, was county surveyor and for a time state maintenance superintendent. Also, during this period, Will became active in the Congregational church, serving as a trustee and member of the building committee during the construction of the present sanctuary, as well as teaching Sunday school and serving for a time as superintendent. Other community interest included serving on the board of education, part of the time as president. Will became interested in lodge work early in life and went on to become a 50-year member of ZCBJ lodge, Masonic and Scottish Rite lodges as well as a long membership in the York Rite and Shrine Masonic bodies. He was active in the Chapter and council in Geneva, serving as high priest of Triune Chapter in 1925-26. W. A. or “Bill” as he was known to his business associates founded the W. A. Biba Engineering Co. in 1931 and continued active as its president until his death. During its 40 years the company, under his direction, completed many highway construction projects in Nebraska and Kansas. Through predominately engaged in contracting, Bill, through the company, at the same time engineered many projects. Thus the company motto, “We are designers and builders,” came into being and prevailed throughout its 40-year history. Professional achievement was evidenced by Bill’s interest and participation in the Association of General Contractors, serving as Nebraska president in 1944 and 1945, and at the time of his death was the oldest living past president. His actions always exemplified “skill, integrity and responsibility” and he was held in high regard by fellow contractors and engineers, alike. He is survived by his wife, Anna; son, James, daughter-in-law, Ruth and brothers, Albert Jr., Anton, James and Edward of Exeter and Fred of Geneva; sisters, Miss Alice and Mrs. Joe (Helen) Kuska; grandchildren, Byron, Charles and Robert Brogan, David, Debra, Gary, Gregg and Linda Biba, and many other relatives and friends. He was preceded in death by a daughter, Roma Aileen (Mrs. James Brogan) his parents and sisters, Clara (Mrs. Earl Manning and an infant sister. The Nebraska Signal 20 May 1971
