Description	:	54th Ind. Infantry, Co. G. ------- William H Caulkins was born near Stockwell in 1843. He completed his education at the Stockwell Collegiate Institute in 1861. He joined the Army of the War of the Rebellion soon after, and at his return from the army taught school a number of years. He was appointed County Superintendent of Schools on August 1, 1874, upon the resignation of Mr Matthew. Mr Caulkins resigned February 3, 1890, after serving the schools of the county more than 15 years. The longest service rendered the county during the first century of its history. The... He joined the Army of the War of the Rebellion soon after, and at his return from the army taught school a number of years. He was appointed County Superintendent of Schools on August 1, 1874, upon the resignation of Mr Matthew. Mr Caulkins resigned February 3, 1890, after serving the schools of the county more than 15 years. The longest service rendered the county during the first century of its history. The record indicate that on February 1875, he visited the "last log school house in the county" #7 in Sheffield Township - popularly known as Coulter, or Center Grove School. There were 34 enrolled and W W Martin was the teacher. During Mr Caulkins term of office the County Board of Education had much to do in the adoption of text books. Bookkeeping was introduced into the district schools, in 1878. In 1881 the Board required an examination for graduation from the common branches and issued diplomas for those who passed. In 1882 an honor certificate was issued to pupils for good attendance. While the years from 1874-1890 were a part of the period of District Schools Dispersal, it was more a period of school improvement and the period of small beginnings for the modern High School.(Taken from "The First Century of The Public Schools of Tippecanoe County, by Brainerd Hooker.
