Description	:	William Oliver "Billie" Penn is the son of Oliver Oscar Penn and Verna Kent Baker. Oliver and Verna were running the Penn Cafe in Ekalaka, Carter County, Montana when Billie was just an infant. One day when little Billie was only three years old the family was scalding and plucking chickens. Apparently little Billie wanted to help and accidentally fell into the boiler of hot water.
