Born on September 20, 1928 in Bark Hill he was the son of the late Charles Monroe Simpson and Marguerite Martin Simpson. Before retiring, he was a life long plumber. He was a member of St. Mary's United Church of Christ. He attended Elmer Wolfe School in Union Bridge and served in the Army from 1950-1952 in Germany.
