Skaggs was born Oct. 28, 1895, in Hodgensville, Ky., the son of James and Elizabeth Thomas Skaggs. He was married June 28, 1916, to Ammaline Peplow at Mason City, Ill. He was the last of his family of nine. A retired farmer, he also was a former cream hauler and cream inspector. He was a member of the Free Methodist Church in Birmingham. In addition to his widow, Skaggs is survived four sons: Lyle and Jim Skaggs, both of Fairfield, and Howard and Bill Skaggs, both of Birmingham; three daughters, Katherine Pfeifer and Dora McWhirter, both of Birmingham, and Wilda Booth, Fairfield. He is also survived by 20 grandchildren, two step-grandchildren, and 28 great-grandchildren.
