Read More	DISAUTEL -- Eddie Palmanteer Jr., a longtime leader of the Confederated Tribes of the Colville Reservation, died at his home in Disautel on Friday after a long illness. Palmanteer, 75, held top positions for the Colville tribes over 46 years -- as chairman of the tribal council, as superintendent of the Colville Indian Agency through the Bureau of Indian Affairs, and as board president of Colville Tribal Enterprises Corp., which operates a dozen tribal businesses, from casinos and lumber mills to construction and tourist accommodations. Palmanteer was chairman of the tribe in the early 1990s, when the Colvilles settled a 40-year dispute with the federal government over loss of fishing, land and burial grounds after Grand Coulee Dam was built. He was president of Colville Tribal Enterprises Corp. when the Colvilles negotiated a gaming pact with Washington state after several years of dispute. "We're very grateful for his lifetime of service to the tribe," said Colville tribes chairman Mike Marchand. "He's always been there and held every important job for the tribe." His daughter, Lynn Palmanteer-Holder, said her father was progressive when it came to his vision for the tribe's business arm -- the Colville Tribal Enterprises Corp. -- which was created and remains separate from tribal government, with a different board of directors directing business operations. More than a decade after it was created in 1984, Harvard Law School found in a study that tribal businesses are most successful when separated from the tribal government, she said. "It was his leadership along with others that created that," Palmanteer-Holder said. "And he was willing to share. He shared so much about the tribe with others. And here, our family shared him," she said. Wendell George, who served on the governing Colville Business Council with Palmanteer, said his colleague led by listening to others and following their wishes. "He was not like some of the leaders people think of, where he did all this on his own. He was a good chairman from that standpoint. He did listen to his council and did whatever they asked him to do," George said. In 1994, as chairman of the Colville Business Council, Palmanteer traveled to Washington, D.C., to ask Congress to approve a settlement for the loss of land, fishing and burial grounds when Grand Coulee Dam was built. The Colville tribal members had voted in favor of the settlement. According to the text of his testimony, found with the Center for Columbia River History, he spoke of promises broken, and of the boon to the Pacific Northwest which brought only disaster to the Colvilles. He asked, "Is it full compensation for our loss? The answer has to be no. ... How much is reasonable compensation for the loss of our fishery, our way of life, our towns where our elders lived? How much must be paid for the destruction of our mothers' and fathers' graves? For some of our members no amount of money can fairly compensate the tribes for this loss," he told them. But, he said, the settlement reached with the Bureau of Indian Affairs was reasonable, and would finally end 50 years of injustice. Palmanteer's career as tribal leader began long before his impassioned speech before Congress, and continued more than a decade after it. He also served in the U.S. Army before beginning his career with the tribes. Palmanteer was buried at Fort Okanogan Cemetery near Brewster on Tuesday. He leaves behind his wife, MaryAnn, and many children, grandchildren, great-grandchildren, brothers and sisters. Well known Colville Tribal Leader, Eddie Adrian Palmanteer Jr., passed away at his home in Disautel on Friday, August 17, 2007. He was with his wife, MaryAnn Quill Adolph Palmanteer, his children and grandchildren. Eddie graduated from Brewster High School in 1952; in 1953, he attended Wenatchee Valley College for one year under an athletic scholarship, playing football and baseball. In 1954, he joined the US Army and was stationed in Umiat, AK and camped on the Colville River. He spent 46 years working as a Tribal Leader in many capacities. He was with the Bureau of Indian Affairs for five years and the remaining years in Tribal Government and Tribal Business. In 1996, he formally retired as Chairman for the Colville Business Council. He went on to be the President for the Board of Directors of the Colville Tribal Enterprise Corporation, known as CTEC. He was known as one of the founding fathers of CTEC, working toward self-sufficiency by strengthening tribal sovereignty through economic development. Eddie was a visionary for the Colville Tribe; he was a true diplomat with his natural abilities to network with local, regional, national and other tribal governmental leaders. He provided historical testimony to the US Congress, on behalf of the Colville Tribe, during the Grand Coulee Dam negotiations. He enjoyed sports, was an active athlete and looked forward to the golf season, spending time with his buddies, sons and grandsons. Eddie was also a loyal Mariner and Seahawk fan, but more than anything, he loved his wife and family. He is survived by his wife, MaryAnn; his children, Lynn Holder, Dale Palmanteer of Omak, Loni Seymour, Audi Huckins, Lisa Adolph, Eddie Palmanteer III of Disautel, Lewis Adolph Jr. of Okanogan and Brenda Cates of Ford; 26 grandchildren; 21 great-grandchildren; four brothers; and four sisters. Funeral Services will begin Sunday, August 19, 2007, with a Family Rosary at his home; on Monday, August 20, 2007, the public is invited to a Rosary at the Omak Longhouse beginning at 7:00 p.m. and Tuesday, August 21, 2007, a Catholic Mass at 10:00 a.m. at the Omak Longhouse, with the burial to follow at Fort Okanogan Cemetery in Monse, WA. Precht-Harrison-Nearents Funeral Home, Okanogan, is in charge of arrangements.
