He was born on Thursday, 24 July 1919 in Rose Bud, Arkansas and was the son of Lee Claude Fletcher and Beatrice Gertrude (Copper) Fletcher. Harrell was the longest serving member of the Santa Maria Valley Chamber of Commerce, having been a member since 1946. On Thursday, 07 November 1963 an article in the Santa Maria times highlighted him as a successful community leader and president of the Retail Merchants Association. Harrell was elected 5th District Santa Barbara County Supervisor 1975 and was reelected for a second term and served until 1983. He received numerous awards for community service including being named the 2010 Elks Parade Grand Marshal, and being given the 2009 Lifetime Achievement Award from the Committee to Improve North County (Committee INC). The Mayor and City Council declared July 24th 2009 "Harrell Fletcher Day" in the City of Santa Maria, and Fletcher Park was dedicated in 2004 by the City of Santa Maria in honor of Harrell and Betty Fletcher's commitment to civic duty. Mr. Fletcher is survived by his wife Betty Lou (Burkhart) Fletcher, daughters, Linda Fletcher, Sandra Fletcher and Martha Fletcher, son, Harrell Edwin Fletcher Jr., sisters, Barbara Fletcher and Shirley Fletcher, He was preceded in death by his parents, Lee Claude Fletcher and Beatrice Gertrude (Copper) Fletcher.
