Joseph Sarvis Dusenbury was born September 27, 1924 in Conway, South Carolina, the son of James Monroe Dusenbury and Effie Johnson Dusenbury. After the death of his parents in 1934, he was raised by his uncles, Sil C. Dusenbury and Jehu Hampton Dusenbury. Jean Wesley married Sil C. Dusenbury in 1938, and she lovingly assisted in his rearing. Mr. Dusenbury graduated from Conway High School in 1942. During World War II Mr. Dusenbury volunteered for the U.S. Navy, and served on the U.S.S. Keith (DE-241) from 1943 to 1946, where he rose to the rank of 1st Class Radarman. The Keith received one battle star and operated as part of a hunter-killer group involved in anti-submarine warfare and participated in the sinking of the German U-boat U-546. Upon returning from the war Mr. Dusenbury enrolled at the University of South Carolina. He earned a bachelor's degree in education in 1950 and a master's degree in educational administration in 1953. From 1949 to 1960 Mr. Dusenbury taught at Brookland Grammar School in West Columbia, served as principal of Pinewood High School in Pinewood, as principal of Royal Elementary School in Florence, and as principal of Poyner Junior High in Florence. At Poyner Junior High Mr. Dusenbury organized the first area "ability groups," which recognized special needs of students with disabilities. In 1960 Mr. Dusenbury began his career at the South Carolina Vocational Rehabilitation Department as a counselor in Florence, and rose to be Commissioner of the agency in 1976 where he served for 18 years until 1994. During his tenure the South Carolina Vocational Rehabilitation Department consistently led the nation in job placement rates for people with physical or mental disabilities. It built its own rehabilitation centers around the state, and found innovative ways to gain federal dollars for programs for South Carolinians with disabilities. Mr. Dusenbury oversaw the development of the first computer based training lab program for severely handicapped clients and the building of a barrier-free home to allow people to visualize firsthand how homes can be modified to meet the needs of persons with disabilities. Mr. Dusenbury was elected President of the National Rehabilitation Association in 1980. The theme of his presidency was to develop an alliance between rehabilitation and business, nationwide. By order of President Reagan, in 1982 Mr. Dusenbury was appointed Chairman of the National Council on the Handicapped and his appointment was subsequently confirmed by the U.S. Senate. On April 17, 1985 the South Carolina Vocational Rehabilitation Department named its main state office building in Mr. Dusenbury's honor. The Joe S. Dusenbury State Office Building is located on 1410 Boston Avenue in West Columbia. Mr. Dusenbury was instrumental in the drafting and the passage of the Americans with Disabilities Act in 1990. Mr. Dusenbury received an honorary Doctor of Public Service degree from Coastal Carolina University on May 7, 1994. Governor Carroll A. Campbell Jr. presented Mr. Dusenbury with the state's highest honor, the Order of the Palmetto, on August 24, 1994. His accomplishments were recognized by Presidents, U.S. Senators, Governors, state officials and numerous agencies and associations. In 1983 Mr. Dusenbury received a Special Commendation for Courageous and Historic Contributions to the Quality of Lives of Persons with Disabilities for his accomplishments as chair of the National Council on the Handicapped, which drafted the first National Policy on Disability for President Reagan. The award was signed and presented by members of the Council and 150 other national leaders, including governors, members of Congress, and U.S. Senators. Other awards included the Rehabilitation Services Administration Commissioner's Distinguished Service Award for contributions to the productive independence, equality, and quality of life of people with disabilities in 1987; the Social Security Administration's Outstanding Service Award in 1990; The Americans with Disabilities Act Award from The Task Force on the Rights and Empowerment of Americans with Disabilities in 1990; President George Bush's Distinguished Service Award for work in the disability field in 1991; and the South Carolina State Victory Award presented by the National Rehabilitation Hospitals for providing the most services to persons with disabilities in South Carolina in 1993. Additionally, he received the South Carolina Rehabilitation Association Humanitarian Award in 1994. Mr. Dusenbury served in leadership capacities on numerous committees and professional associations, including president of the S.C. Vocational Education Association. He was chair of the Client Services Committee and represented the Southeast on the executive committee of the Council of State Administrators of Vocational Rehabilitation. He was a member of the President's Committee on Employment of People with Disabilities; chair of the South Carolina Governor's Committee on Employment of People with Disabilities; and vice chair of the South Carolina Military Assistance Council and South Carolina Occupational Information Coordinating Committee. He served as a member of the Interagency Council on Public Transportation, State Private Industry Council, the Commission on Aging's Coordinating Council, the Statewide Health Coordinating Council, and the Human Services Coordinating Council. He was a founding member of the South Carolina Board for Barrier-Free Design and the South Carolina Joint Legislative Committee for the Disabled. Mr. Dusenbury married the former Betty Sue Boyce of Williamston and had two children, a daughter, Cynthia Elizabeth Dusenbury Bauknight; and a son, Joseph Sarvis Dusenbury Jr. Mr. Dusenbury was a member of the Alston Wilkes Society, American Legion, Master Mason, Master Scottish Rite, Shriners, and Professional Advisory Committee of the South Carolina Easter Seal Society of South Carolina, Inc., now known as Life Abilities. He was a member of the Virginia Wingard United Methodist Church in Columbia, and served as an administrative board member and officer. Mr. Dusenbury is survived by his son, Joseph Sarvis Dusenbury Jr. and daughter-in-law, Angela M. Dusenbury; three grandchildren, Joseph Jehu Dusenbury and Emmaline Brooke Dusenbury of Lexington, and Katherine Elizabeth Bauknight of Irmo; his siblings, Cynthia Burns of Omaha, Neb., and Jeannie Joyner and Jim Dusenbury, both of Myrtle Beach; and numerous nieces and nephews. Mr. Dusenbury was preceded in death by his wife, Betty Boyce Dusenbury; and his daughter, Cynthia Dusenbury Bauknight.
