Joe was born in Tacoma, Washington on Nov. 11, 1914 to the Rev. Frank and Eleanor Blodgett Mixsell. He earned his bachelor's degree from Occidental College and his master's degrees from Cal Tech in meteorology and the University of Southern California in aerospace management. He served in the U.S. Army Air Corps during World War II and continued with the U.S. Air Force Reserves retiring after 30 years as a lieutenant colonel. He came to Lompoc in 1958 from Walnut Creek and was employed as an engineer with civil service retiring in 1973 after 33 years of service. A life-long member of the Presbyterian Church, Joe has been an active member all of his life and had served as an elder, Moderator of the Presbytery of Santa Barbara and was active with the Synod of Southern California. His devotion to the church life also found him a long time participant in the choir and, in his earlier years, teaching Sunday School. He also served as chair of the Lompoc Water Commission serving on the board of directors for 20 years; was a trustee of the Lompoc Museum Associates, a member of Friends of the Library, the Air Force Reserves Association where he worked with the Civil Air Patrol and was a past president of Vandenberg Post of the Society of American Military Engineers. Joe's love of the outdoors, preserving nature and hiking led him to be an active member of the Sierra Club. He volunteered his hiking skills with the Boy Scouts in his earlier years in Walnut Creek and later was often found hiking the High Sierra's, Figueroa Mountain and San Jacinto Mountains. Locally, he had been honored with a tree planted in his name at the Recognition Grove at Beattie Park and Cal Poly University at San Luis Obispo names an engineering scholarship in his honor. He died Saturday, June 21, 2003 at the Convalescent Care Center. Survivors include his wife, Eleanor of nearly 60 years, marrying her Sept. 8, 1943; sons, Bill Mixsell of San Rafael and Robert "Beau" Mixsell of San Bruno; grandchildren, Richard, Lisa, Jennifer, Belinda and Brian Mixsell and numerous nieces and nephews. His daughter, Kathleen, died in February of this year. The youngest of six children, he was also preceded in death by Edith Mixsell, Martha Griggs, Elizabeth Klein and Frank and Bernard Mixsell.
