Mrs. Offutt died Friday at Georgetown University Hospital following a stroke. She was 65. Born Lucy Morrissey in Clarksdale, Miss., Mrs. Offutt was graduated from St. Joseph's College in St. Louis and moved to Montgomery County after her marriage. During the late twenties, she was a member of the Maryland Democratic State Central Committee, editor of The Woman Democrat, president of the Women's Democratic Club of Montgomery County, and recording secretary for the State Democratic organization. Surviving are Mrs. Offutt's husband, 3454 N. Edison St., Arlington; four daughters, Mrs. William T. McCormick, Arlington; Mrs. Paul H. Drury, Washington; Mrs. James G. Conroy, Silver Spring; and Mrs. Paul H. Hamilton, Bel Alton, Md.; two sons, Thomas J. and William E. Offutt, Jr., both of Arlington; a sister, Kitty (Mrs. J. Fred) Wacker, Rochester, N.Y.; and 15 grandchildren.
