Read More	MABEL MAUD (FRAME) RICE Mabel Frame was the fourth of eight children born to Peter Obadiah Frame and Grace Perkins. She was born September 5, 1896, in a sod house at Mahila, in Buffalo County, Nebraska. Mahila was located in the NE quarter of Section 17 in Loup Township (Pleasant Valley). When her father bought that land, there was a grocery store and post office on it. The land was located on a dry creek located six miles northwest of Pleasanton. The dry creek emptied into the South Loup River east of Pleasanton, and when there was an excess of moisture the valley was flooded. This happened on a regular basis. Mabel recalled the following incident showing how commonplace flooding was: My mother got out of bed one night and stepped into water. She could tell by the mopboard that the water was going down, so she crawled back into bed. Five of the Frame children were born in the soddy at this location. Mabel’s earliest memory was of her uncle Rollie (who was 15 years older) teasing her by picking her up and hoisting her onto the sloping roof of their home. She was so frightened that she never forgot the incident. On March 1, 1900, when Mabel was about four years old, the family moved closer to Pleasanton (also in Buffalo County, Nebraska). Their farm bordered Pleasanton on the south and east, and the town school was on their land. The children attended school in the school house located on the south bank of the river east of the bridge, not far from their house. Mabel recalled: We lived on a small rise south of the school. We could wait until the 5-minute bell rang and not be late for school. Of course, we had perfect attendance most of the time. Our school was two rooms – a “big” room and a “little” room. The 6th, 7th, and 8th grades were in the big room and the lower grades in the little room. My favorite teacher was Charles Clark who added the 9th grade. We girls picked dandelions and violets which grew wild along the river. We put them in ink bottles. Mabel attended school in Pleasanton through the ninth grade which was the end of the line at that school. She went to Ravenna for her sophomore and junior years, and to Kearney for her senior year, graduating in 1915. Mabel took normal training classes in high school, and after graduating she taught at the Kroeger, Johnson, St. Michael, and Pleasanton schools where she had the third, fourth, and fifth grades in a building just east of the post office. On December 29, 1917 she married Leon Henry Rice, a veterinarian student from Amherst. Their first home was in Kansas City, Missouri while Leon was finishing up his course work for veterinary school. While there, Mabel attended the Redpath-Horner Music School and studied piano. (Mabel also took piano lessons intermittently, from Mrs. Bonson in Ravenna over a period of some fifteen years and taught piano lessons to many children over the years.) Following Dr. Rice’s graduation, he served in the Veterinary Corps of the US Army at Fort Oglethorpe in Georgia. Mabel returned home to Nebraska and their first son was born shortly before the Armistice in 1918. Following his release from the army, Dr. Rice returned to Veterinary practice and joined the Nebraska National Guard. In 1921 and 1922, the recession in farm prices cut the demand for veterinary services and Dr. Rice supplemented his income by assuming a rural mail route for about two years before returning to his profession full time. Mabel and Leon had four boys: Larry, Jack, Russ and Sid. Dr. Rice was killed in an automobile accident in 1932. Mabel went to school at what is was later known as Kearney State College and got a job typing for the County Agent. In 1934, Mrs. Rice decided to run for the Buffalo County Register of deeds. The primary election included some fourteen candidates from both political parties. The depression and economic situation being what it was, the $1,500 annual salary was a powerful incentive to run. In addition to the large number of people seeking office, there was considerable opposition to a woman running for political office. Mabel believed that the reason was probably economic due to many male heads of families being out of work as well as a general sentiment the political activity was not a woman’s proper role. However, Mabel was a 35-year-old widow, had lost a child and a husband within the span of less than four years, had three sons to raise, had an insurance policy that paid only $25 a month and a 1931 Chevy. She really had very few options. So, she campaigned diligently, traveled all over the county talking to whomever would listen, and enlisted her sons to help her nail campaign posters to telephone poles. She believed that she had as good a chance as any of the other candidates and felt that she and her late husband might be known by more people in the county than her opponents. Leon had been a long time Mason, was a member of the National Guard, and his profession as a veterinarian had taken him all over the county making him widely known in the rural areas. In addition, she felt he and his family were held in high esteem in the northern part of the county where he was born and raised. At first, she was told that she had lost the primary election by fourteen votes. But later, she was notified that a mistake had been made and she was the winner. She went on to win the general election by a comfortable margin. She held the office of Register of Deeds for the next twenty-four years winning the subsequent elections with no serious opposition. Her three sons all served in the military during World War II and returned home to get college educations. Larry became a mechanical engineer in Los Alamos, NM, Jack was a Soil Conservationist for the US Department of Agriculture in Nebraska, and Sid was a psychiatrist with a practice in Seattle. Mabel had five grandchildren and eight great-grandchildren. Mabel adored her family and maintained wonderful relationships with her brothers and sisters and their families as well as her own. Over the years, Mabel had opened her home to anyone who needed a place to lay their head, or a place to live for a while. After her children left home, she rented her empty rooms to college students. She considered them all to be friends and maintained those friendships for years. After retirement Mabel was active in community affairs, the Republican Party, and her church. She also did considerable traveling. She loved road trips in her car and was always visiting family members. She took additional college courses in art appreciation and music and loved to go to Omaha to see a ballet or hear a symphony. When she felt she could no longer drive safely, she investigated retirement facilities in Kearney, and made the decision to sell her car, her home, and most of her possessions. She lived the last years of her life at the Mount Carmel Home. She died on July 11, 1988 and was buried in the Pleasanton Cemetery beside her son and her husband.
