He was a veteran of the Second World War attaining the rank of Sergeant in the Canadian Army Service Corps. After the war he started a wholesale and retail fish business in Chester and later was joined by his brother, George and formed Hilchie Brothers Limited. He was a former member of the Chester Municipal Council, Board of Trade, F.E. Butler, Branch 44, Royal Canadian Legion, receiving a 50 year pin in 1995; past master of Clarke Masonic Lodge 61, receiving a 50 year medal in 2000; past grand steward of Grand Lodge of Nova Scotia; past president of Lunenburg County Boy Scout Association; past president of Lunenburg East Progressive Conservative Association; past president of Chester Golf Club; member of the Board of Trustees; past president of Chester Curling Club; former chairman of Zone 5 "South Shore" for Nova Scotia Golf Association and long-time member of Maritimes Seniors' Golf Association.
