Offen was born December 18, 1946 in Riceville, the son of Villo and Elizabeth (Weber) Offen. He attended local schools and graduated from the Riceville High School and went on to receive a degree in diesel mechanics. He served in the army and was stationed in Vietnam. On January 25, 1969 he married Sandy K. Heimerman at the Sacred Heart Catholic Church in Meyer. They started farming in 1974. Villo was a member of the Hale Penney American Legion Post 569 of Stacyville, and the Osage V.F.W. Post 7920 of Osage. Survivors include his wife, Sandy of McIntire; four daughters: Lynnette Offen of Minneapolis, MN, Michelle Richardson of Riceville, Deanne Tyler of Rockford, and Janelle Offen of McIntire; one son: Daniel of McIntire; two grandchildren; three sisters: Bonnie LeFevre of Guttenberg, Dorothy Schwab of Cedar Falls and Nancy Meyer of Postville. Villo was preceded in death by his parents.
