Hempstead Ave., died at 9:35 p.m. Tuesday, April 28, 1998, at University of Iowa Hospitals and Clinics in Iowa City. The funeral service will be at 2 p.m. Saturday at the First United Methodist Church, with the Rev. Kenneth Royar, the Rev. Peggy Egbert and the Rev. Norman Channel officiating. Burial with military rites will be in Memorial Lawn Cemetery, Fairfield. Masonic rites will be at 7 p.m. Friday at Behner Funeral Home. Family visitation will be 4-6 p.m. Friday. Mr. SKAGGS was born Nov. 4, 1921, at Havana, Ill., the son of David P. and Norma B. HARRIS SKAGGS. He married Betty Jean LAZENBY June 27, 1948, in Birmingham, Iowa. She survives. Mr. SKAGGS lived most of his life in Fairfield, after previous residency in Mason City, Ill. He was a tool and die maker for The Dexter Co. for 38 years, retiring in March 1984. He then worked part time for the Behner Funeral Home for 12 years. He was a U.S. Army veteran of World War II, and a member of the 224th Engineer Battalion, Iowa National Guard, for 17 years. He was a member of First United Methodist Church, American Legion Post 47, a lifetime member of V.F.W. Post 2271, the International Association of Machinist Union; and Clinton Masonic Lodge 15. Mr. SKAGGS also was a member of the Fairfield Parks and Recreation Board, a former board member of the Agency on Aging, past president of the Fairfield Lions Club and past district governor, past trustee of the Iowa Lions Foundation, past president of the Past District Governors of Lions Association, and the Howard Johnson Coffee Club. Survivors include his wife; one daughter, Pam MUELLER of Urbandale; one son, Kenneth of Lake Jackson, Texas; seven grandchildren; one sister, Ethel (Sue) DANIELS of Tucson, Ariz.; and several nieces, nephews and cousins. He was preceded in death by his parents; four brothers, Carl, James Kenneth, William Clifford and Ernest Cargill. Memorials can be made to the First United Methodist Church, the Iowa Lions Foundation, and Clinton Masonic Lodge A.F. & A.M. No. 15.
