Stever, the second child of Solomon Fink and Hannah Amanda (Ball) Stever, was born on 27 August, two months after the 1860 Census was taken on 27 June. He was living with them when the 1870 Census was taken. Frank took a job with the Helena Consolidated Water Company in Helena, MT, as the Superintendent. He is named as Superintendent of the water works in 1890 in the 1892 edition of The Manual of American Water-works, Vol., 3. On 27 March 1895, March 27 he was served with a Writ of Mandate by Sheriff J. Henry Jurgens, of Helena, Montana, requiring the company to continue to supply water to Helena. This was done near the beginning of a nearly 6-year squabble between the city and the company begun after the company built a water distribution system and then the city then decided to advertise for bids to construct its own water distribution system. Fairfield Tribune, Wednesday 28 Feb 1900 "....Frank Stever, who a weeks ago had his hand crushed in a feed mill, the first of this week was obliged to have the arm amputated between the wrist and elbow. The operation was performed by Dr. CLARKE.....""
