Hiram Chappell, 63, a social administration specialist in the Office of Vocational Rehabilitation of the Department of Health, Education and Welfare, died Sunday at his home, 715 Kennebec avenue, Takoma Park, Md. Blind since being struck on the head with a baseball at the age of 22, Mr. Chappell became associated with the Oregon State Commission for the Blind in 1940 and in 1944 joined the staff of Services for the Blind in the Office of Vocational Rehabilitation. In 1957 he received the Migel Medal of the American Foundation for the Blind, the Nation's highest award for work for the blind, for his achievements in enhancing employment opportunities for blind farmers. Las April, Mr. Chappell received the Oveta Culp Hobby Award for conspicuous service to the blind agricultural workers of the Nation. He leaves his wife, Lida, and a son, Paul, of the home address; a brother, J. Ernest, of Sunnyside, Wash.; a half-brother, Robert, of Riverside, Calif., and a sister, Mrs. Edward Rowland of Spokane, Wash. Services will be at 11 a.m. tomorrow at the Robert A. Pumphrey Funeral Home, 7557 Wisconsin avenue, Bethesda, Md., with burial in Parklawn Cemetery.
