She was born on March 11, 1948 in Fremont, Nebraska, the daughter of Roy and Sally (Moser) Packer. Linda grew up in Clifton, graduating from Clifton High School in 1966. The couple moved to Clay Center in 1976 and shortly after, Linda opened Baker Daycare, which she operated until retiring in 2016. She was a member of the SS. Peter and Paul Catholic Church. Linda was very involved in the Boy Scouts of America and Pack 55/Troop 54 for 31 years. She was the recipient of many awards including the District Award of Merit, Cubmaster of the Year and Cub Scout Family of the Year. She is also preceded in death by parents and her brother, Monty Packer.
