His mother was Anna Erlbacher Bissen, born at Earling on March 4, 1893. Francis has two brothers, Leonard and Marvin, and two sisters, Benita and Ann. His parents moved to a farm in the Defiance area in 1920. Francis a.tended St. Paul's School, graduating in 1949. On December 30, 1953, he married Marceline (Marcy) Schmitz, who was born at Westphalia September 12, 1932. Her parents were Bernard, born December 13, 1896 at Westphalia, and Eleanor Gubbels Schmitz, born at Portsmouth February 19, 1900. Her sisters and brothers are: Gene, Eldred, Sister Bernice, Lester, Bernadette, La V ern, Luana, Luella, Arlene and Sister Lorraine. The Bissen family live on the farm that Francis' father farmed before he moved to town and retired. Francis and Marcy have six children: Donald J., jeweler in Fremont, Nebraska; Darrell F., does dry walling; Denice M. Wurr, works at Farmland, Denison, officer personnel, graduate of IWCC; Dean L., helps farm and works at Farmland; DyAnn M., IWCC graduate, works at Production Credit at Denison; and Delbert B., farms and attends Iowa State University. Francis spent 22 months in the army as a sergeant during the Korean War, seven in Korea. He is a member of American Legion Post 707 and a 4th degree Knight. Both are members of St. Peter's Church and Marcy belongs to Catholic Daughters.
