Moore, the city's public works director for the past 21 years, died as a result of a massive heart attack Wednesday afternoon. He was 59. Moore had left city hall about 3 p.m., telling fellow workers he was going home because he was feeling ill. He had the attack soon after arriving at his home at 805 S. Second St. His wife called the Jefferson County Ambulance Service at 3:39 p.m. Efforts to revive Moore were unsuccessful and he was pronounced dead at 4:30 p.m. at Jefferson County Hospital. Services will be held at 10:30 a.m. Friday at the First Christian Church with the Rev. Robert Gates officiating. Burial will be in Evergreen Cemetery. An Elks memorial service will be held at the First Christian church. Moore was a lifelong Fairfield resident. He was born Aug. 19, 1927, the son of William and Lucy Loomis Moore. He married Wilma Bagby on Jan. 23, 1949, in Fairfield. A U.S. Army veteran of World War II, Moore was a member of the First Christian Church, VFW Post 2271, Clinton Masonic Lodge 15 AF&AM and Fairfield Elks Lodge 1192. He was a past exalted ruler of the Fairfield Elks Lodge, past president of the Iowa Elks Association and winner of the State Elk of the Year Award in 1983. He had served in the Grand Lodge Government Relations Committee since 1979 and in July he was elected national Grand Treasurer of the Benevolent and Protective Order of the Elks. He joined the Fairfield Lodge in 1955. After serving in World War II, Moore joined the staff in the local resident engineer's office of the Iowa Highway Commission. He remained a highway commission employee August 1964, when he was named city planner. Moore was named public works director in December 1965. He had held the dual role of public works director and planning administrator the past 21 years, being in charge of the city engineering department and street department. "Everybody in this community should be saddened by his death," Mayor Robert Rasmussen said today, "He devoted virtually his whole life to making this city a good place to live." "We will miss the talents and abilities he brought to the city." said Rasmussen, who has worked with Moore in city government since 1965. "People of his caliber are difficult to replace in a town of this size." "He was much more than just a boss," Frank Bagby, Jr. assistant public works director, said today. "He was my friend and my neighbor." "There will be a great void in the city," said Michael Brouwer, executive vice president of the Fairfield Area Chamber of Commerce. "He will be greatly missed." In addition to his wife, Moore is survived by two nephews and three nieces. The family will receive friends at the home tonight at 805 S. Second St. Behner Funeral Home is in charge of the arrangements. Memorials may be left to the Elks National Foundation or the Heart Fund. Offices at Fairfield City Hall will be closed Friday out of respect to Moore.
