Description	:	Thelma Lorraine Cleveland Marchand died of natural causes on October 19, 2002 at her longtime home in Omak. She is survived by her husband, Edward A Marchand; her sons, Michael, Steve, Edwin and David; her brother John F Cleveland of Monse and Robert Cleveland of Marysville. Thelma Marchand was a member of the Colville Confederated Tribes and served as a Councilperson for eight years. Read More	Thelma Lorraine Cleveland Marchand died of natural causes on October 19, 2002 at her longtime home in Omak. She is survived by her husband, Edward A Marchand; her sons, Michael, Steve, Edwin and David; her brother John F Cleveland of Monse and Robert Cleveland of Marysville. Thelma Marchand was a member of the Colville Confederated Tribes and served as a Councilperson for eight years. During this time she and others on the Council initiated many of the tribes early programs and often testified to Congress for needs and also testified for tribal claims court cases. She was proud of initiating tribal scholarships and was also proud of initiating the tribal youth camp at Twin Lakes and was strong supporter of youth activities. She was also very proud of her husband of 50 years, Edward, who has also worked his whole life in supporting youth in the community and who also was one of the first journeyman carpenters in the tribe and who currently manages BIA faculties at the Colville Agency. She was especially proud of all her sons and many grandchildren. Thelma was interested in education and social issues throughout her life. She earned a Bachelors oif Arts Degree in Political Sciences and a Masters Degree in Education as an adult, while working and raising five sons. She most recently was working with the Governors Advisory Board for senior citizen issues and remained active for social, education and health causes throughout her life. She was from the Entiat and Wenatchee bands was very concerned about recovering the rights and lands of her ancestors and was also very concerned about the impact from Wells Dam of Colville people. Her father, John, was the Colville Chairman in the early days of tribal government, and her uncle Steve Cleveland was also an important leader, and her son, Michael, presently serves on Tribal Council and is the Vice-President of Affiliated Tribes of Northwest Indians. Her ancestors were the chiefs and spiritual leaders of the Colville people and she believed tribal members had a duty to serve the tribe in whatever way they can.
