He was born Jan. 22, 1940 at Wabash, IN to Lee and Wilma (Hawley) McNeeley, both deceased. The only officer to hold all ranks within the Manchester Police Department, Mr. McNeeley was a Police officer in North Manchester from 1967 - 1985 and served as Chief of Police from 1985-1996. "What I remember most about Bill, was that during our annual budget sessions, his greatest concern was not for himself, but for all those around him," reported Don Rinearson, who as town council president served ten years as McNeeley's employer. "He cared deeply about the town, and most of all he cared for those people who depended upon him, his officers." Rinearson said that McNeeley routinely sacrificed things that would have made his job as police chief easier and pleasanter, to instead spend the resources on the department to make sure the officers had the best in training and equipment to enhance their safety. "To me, this is what being a 'true person' is all about - putting others' well-being and feelings above your own," continued Rinearson. Rinearson noted that upon his retirement from the force for health reasons, McNeeley spearheaded the effort to revive the United Fund here. "Once again he was using his talents to put others and their needs above his own," said Rinearson. "The town of North Manchester is a better place today because of the unselfishness and the willingness of Bill McNeeley to not just do a job, but to make a difference," the town council president added. Following retirement McNeeley was employed part time at Rod's Sport Shop, North Manchester. He was co-chairman of United Fund of Wabash County in 1996. He was a member and Past President of North Manchester Kiwanis Club, and was active in Fellowship of Churches Food Pantry. He was a U.S. Army veteran, and a member of the Eel River Church of the Brethren. He married Susan Eberly Aug. 10, 1975 and she survives, along with two sons, William L. McNeeley II and Matthew McNeeley, both of North Manchester; daughters LaVonne McNeeley of Bippus, IN and Debra Reahard of Indianapolis, IN; sisters Kay Cooper of Wabash and Elizabeth McNeeley of Peru; and eight grandchildren. Friends may call at DeLaughter-McKee Mortuary today (Wednesday), Nov. 19 from 1 to 8 p.m. Funeral service will be held Thursday, Nov. 20, 1997 at 11:00 a.m. at the North Manchester United Methodist Church with Rev. Robert Armstrong, Pastor Martha Cory, and Rev. Dr. William Hemmig officiating. Burial will be in Oaklawn Cemetery, North Manchester. DeLaughter-McKee Mortuary is in charge of arrangements.
