Brock was born near Leigh, Nebraska, and graduated from the College of Pharmacy of the University of Nebraska at Lincoln in 1929. He was a practicing pharmacist for several years before venturing into farming and raising cattle, ultimately becoming president of several state associations (livestock, agriculture, and electricity). An unsuccessful candidate for reelection to Congress in 1960, he was appointed in 1961 as assistant head of the Farmers Home Administration in Washington, DC. He died in Zion, Illinois.
