Howell, one of the founders of Peterson, Howell and Heather, now known as the PHH Group, will be held at 11 a.m. Monday at Grace United Methodist Church, Charles Street and Northern Parkway. Mr. Howell, who was 71 and lived in the 1500 block Long Quarter Court in Lutherville, died of cancer yesterday afternoon at Johns Hopkins Hospital. He retired from the company's board in 1973. He had been its president from 1959 until 1966. The company, which was started in Baltimore in 1946 to market Mr. Howell's idea of managing the automotive fleets of large corporations, added automobile and truck leasing to its services and now is involved in a number of other businesses. Mr. Howell also served as vice president and director of the company's Canadian branch. Before starting the business, be worked in Chicago for Butler Brothers from 1930 until 1946. He was a sales manager and marketing analyst for the merchandising company. Active in community affairs he was a former member of the boards of the Greater Baltimore Committee, the Community Chest, the Baltimore Symphony Orchestra and the Baltimore Eye, Ear and Throat Hospital. He was a trustee emeritus of the Sheppard and Enoch Pratt Hospital. In 1962, he started a charitable foundation that bears his name and helps to support local organizations, especially those in the performing arts and medicine. He was a member Grace United Methodist Church and was proud of being a businessman who made public his opposition to the Vietnam War in the mid-1960s. Mr Howell was a native of Cumberland, Iowa, where he gained a reputation as an entrepreneur by working as a newspaper stringer, a popcorn salesman, a trapper of small game and a pig-raiser. In 1930 he graduated from Coe College in Cedar Rapids, Iowa. He was a member of the Baltimore Country Club, L'Hirondelle Club and the Center Club. After his retirement, he pursued his longstanding interests in gardening, traveling and reading. He is survived by his wife, the former Geneva Engelmann; a son, H. Thomas Howell of Lutherville; a daughter, Mrs. Charles W. Stewart, Jr., of Kihei, Hawaii, and Shady Side, a brother, Ross P. Howell, of Atlantic, Iowa, and three granddaughters.
