He was born Jun 21, 1923 in Kansas City, MO, the son of John F. and Louise Hubert Neuner, and spent most of his life in Topeka. He was graduated from Capitol Catholic High School in Topeka. He began work with Kansas Sand & Concrete as a bookkeeper and dispatcher in 1945. He purchased the company in September of 1964 and continued to expand the facility. Mr. Neuner was the Director of the National Sand & Gravel and National Aggregate Assoc. for 16 years. He was chairman of the governmental affairs committee of the National Financial Board of the National Ready-Mix Assoc. He was a veteran of World War II, having flown 30 missions for the Army Air Corps. He was stationed in Norwich, England, and his aircraft was the follow-up plane for the aircraft of actor James Stewart across the English Channel on D-Day. He was discharged in 1945. He was married to Donna L. Frey Sep 16, 1946 in Topeka. She survives.
